Our Policy Platform

This document details policies that were voted on by a majority of the Civic Clarity Foundation’s Executive Board present at the meeting on May 16th, 2026.

To note: City and Regional Council are both used since there is shared jurisdiction for a number of issues. Our areas of focus include Kitchener, Cambridge, Waterloo, and the Waterloo Regional Council.

City + Region Housing
  • City and Regional Council must help prevent renovictions, support tenants, and tenant unions.
  • City and Regional Council must work towards supportive housing units across the city and support them locally within their own wards. This is part of a further push to get rid of tent cities while simultaneously having humane housing options.
  • City and Regional Council must cut bureaucracy to streamline the development of middle housing units, including townhouses, duplexes, and triplexes.
Province Government of Ontario
  • The Government of Ontario must not appoint regional chairs as stated under bill 100, which is now legislation.
  • The Government of Ontario must not override municipal council decisions, In particular, the Minister of Municipal Affairs and Housing must refrain from using MZO’s to retain local autonomy.
Region Transit
  • Regional Council must allow for the smooth passage of the second stage in the Waterloo Region’s Light Rail Transit (LRT) plan.
  • Regional Council must work towards subsidized bus passes for students based on a tiered system. The Civic Clarity Foundation is supportive of student organizations engaged in youth transit advocacy, such as transit2learning.
City + Region Zoning
  • City and Regional Council must reform zoning laws in new developments to support a mix of housing types. This means allowing for a greater density of residential units, as found in much of Europe.
  • City Council must continuoplans to redevelop Hespeler Road as suggested by a report created by EngageWR to reduce congestion and bottlenecks, while creating diversity in development. The goal is to improve material conditions while ensuring jobs aren’t lost in the process.
City + Region Culture
  • City and Regional Council must invest in libraries, parks, and the culture of their respective cities / regions. This includes preserving heritage buildings while simultaneously allowing for further development.
